When Applying for Fresh Passport Application apply Online PSK asking for Your ECR Or NON ECR Category so at the time you should check all the following details as in order to protect the interests of vulnerable sections of society such as children, illiterate workers etc., from being taken overseas and exploited, office of Protector of Emigrants, Ministry of Overseas Indian Affairs has placed certain categories of citizens in the Emigration Check Required (ECR) category. Most citizens who are not in the working age or are not illiterate, or are well qualified educationally will fall in the Non Emigration Check Required (Non-ECR) category in online passports application. Indian citizens categorized as ECR, are required to get a clearance from the office of Protector of Emigrants, Ministry of Overseas Indian Affairs before leaving the country for employment purpose.

(B) Income-Tax payers (including Agricultural Income-Tax payees) in their individual capacity, their spouses and dependent children.
(C) All persons having educational qualification of matriculation (pass) and above

(E) All holders of Diplomatic/Official 
(F) All persons above the age of 50 years
(G) Persons possessing two years diploma from any institute recognized by the National Council for Vocational Training (NCVT) or State Council of Vocational Training (SCVT), or persons holding three years diploma/equivalent degree from institutions, such as Polytechnics recognized by the Central/State Governments of India.
(H) All professional degree holders, their spouses and dependent children. Examples of professional degree holders are Doctors holding MBBS degree or equivalent degree in Ayurved or Homeopathy, accredited Journalists, Engineers, Chartered Accountants, Cost Accountants, Lecturers, Teachers, Scientists, Advocates, etc.
(I) Nurses possessing qualifications recognized under the Indian Nursing Council Act, 1947.
(J) All persons who have been staying abroad for more than three years (the period of three years may or may not be continuous) and their spouses. For the purpose of verification, spouse name should be endorsed on each others .
(K) Persons holding Permanent Immigration visa or documents like Green Card, Permanent Residence Card etc.

Propagation of Information about various Passport services


Dissemination and grievance redressal mechanism of information For Passport Services. Under the passport seva kendra , the ministry has put in place a citizen friendly and also strengthened grievance redressal system to ensure and quick redressal of public grievances the following mechanism which has been built up for propagation of information about various passport services........

Service no 1 : - mPassport Seva mobile app: Smartphone users can access information using mobile app ‘mPassport Seva’. It is available on Aandroid, iOS, Windows and BlackBerry Platforms. 

Service no 1 : - Help desk : There is also an email based help desk which can be accessed by citizens through the passport seva website.



Service No 3 :- Call OR E-mail to the respective PSK ( Passport Office ): The Passport Seva website (www.passportindia.gov.in) can also be accessed for getting details of each PSK whereby applicant can directly be in touch with them through e-mail/telephone/fax.



Service No 4:- Centralized Public Grievance Redress And Monitoring System (CPGRAMS): An applicant can also register a grievance through CPGRAMS portal (www.pg.portal.gov.in) and track the status online.


Service No 5:- Public Grievance Cell: There is also a Public Grievance Cell in CPV Page 3 of 3 Division of the Ministry of External Affairs under the supervision of the Chief Passport Officer which deals with grievances received through telephone, e-mail and post. A dedicated e-mail address i.e. passport.pg@mea.gov.in is handled by this Cell to take up the passport grievances. 

Service No 6:- Toll free number of National Call Center: There is a National Call Center with a toll free number (1800-258-1800), which operates in 17 languages and on 24x7 basis  by generating a Service Request Number (SRN) to track its status online, which can be used for subsequent enquiry to provide detailed information's related to the passport application submission.

Service No 7 :- Information Through Passport Portal: The Passport Seva kendra website (www.passportindia.gov.in) provides information related to passport or travel documents/steps to fallow to be completed for online submission of passport application. Applicants may visit respective Passport Office, through Enquiry Counter/May I Help you/Information Facilitation Centre (IFC) generally between 1000 to 1300 hours for status enquiry of their applications, submission of their pending documents/clarifications. Passports and Travel documents to be invalid for travel to certain countries

Passports and travel documents to be invalid for travel to certain countries upon the issue of the notification by the central government that a foreign country is;

( 1 ) A country where armed hostilities are in progress or a country to which travel must be restricted in the public interest because such travel would seriously impair the conduct of foreign affairs of the government of India. 

( 2 ) A country which is committing external aggression against India or a country assisting the country committing external aggression against India.
A passport or travel document for travel through or visiting such country shall cease to be valid for such travel or visit unless in any case a special endorsement in that behalf is made in the prescribed authority. 

DURATION OF TRAVEL DOCUMENTS OR PASSPORTS:


Duration of travel document or passport shall, unless revoked earlier, continue in force for such period as may be prescribed and different periods may be prescribed for different classes of passports or travel documents or for different categories of passports or travel documents under each such class....

Provided that a passport or travel document may be issued for a shorter period than the prescribed period- if the person by whom it is required so desires of if the passport authority for reasons to be communicated in writing to the applicant considers in any case that the passport or travel document should be issued for a shorter period. If you want to extension of period of passport where a passport is issued for a shorter period than the prescribed period under section 7 such shorter period shall unless the passport authority for reasons to be recorded in writing otherwise determines be extendable for a further period and provision of this act shall apply to such extension as they apply to the issue thereof.

The condition and forms of travel documents and passports shall be issued or renewed shall be such as may be prescribed;- Provided that different conditions and different forms may be prescribed for different classes of passports or travel documents of for different categories of travel document or passport under each class. or provided further that a travel or passport document may contain in addition to the prescribed conditions such other conditions as the passport authority may,with the previous approval of the central government, impose in any particular case.

An Act to Provide for the Issue of Passports and Travel Documents - The Passports ACTs 1967

In passport issuing procedure - An Act to provide for the issue of passports and travel documents to regulate the departure from India of citizens of India and for the other persons and for matters incidental or ancillary thereto. 

Step1: Short title and extent:-
 (1) This Act may be called the Passports Act, 1967.

 (2) It extends to the whole of India and applies also to citizens of India who are
outside India.

Step 2: Definitions:-

In this Act, unless the context otherwise requires,
 (a) "departure", with its grammatical variations and cognate expressions, means
departure from India by water, land or air;

 (b) "passport" means a passport issued or deemed to have been issued under this
Act;

 (c) "passport authority" means an officer or authority empowered under rules
made under this Act to issue passports or travel documents and includes the Central
Government;

 (d) "Prescribed" means prescribed by rules made under this Act;

 (e) "travel document" means a travel document issued or deemed to have been
issued under this Act.

Step 3:- Passport or travel document for departure from India
No person shall depart from, or attempt to depart from, India unless he holds in this
behalf a valid passport or travel document.
Explanation.- For the purposes of this section,-
 (a) "passport" includes a passport which having been issued by or under the
authority of the Government of a foreign country satisfies the conditions prescribed
under the Passport (Entry into India) Act, 1920 in respect of the 34 of 1920 class of
passports to which it belongs;

(b) "travel document" includes a travel document which having been issued by or
under the authority of the Government of a foreign country satisfies the conditions
prescribed. 

Step 4:- Classes of passports and travel documents
 (1) The following classes of passports may be issued under this Act, namely
 (a) ordinary passport
 (b) official passport
 (c) diplomatic passport.

 (2) The following classes of travel documents may be issued under this Act,
namely: -
 (a) emergency certificate authorising a person to enter India;
 (b) certificate of identity for the purpose of establishing the identity of person;
 (c) such other certificate or document as may be prescribed.

(3) The Central Government shall, in consonance with the usage and practice
followed by it in this behalf, prescribe the classes of persons to whom the classes of
passports and travel documents referred to respectively in sub-section (1) and subsection
(2) may be issued under this Act.
